Slow Exposure Text Tutorial
Start with a new canvas wide enough to fit the work or text you wish to create.
Add a dark gradient or solid color in a new layer (or directly onto background if you wish)
In a new layer start creating your text with the pen tool set to paths. To create a line make a point by clicking the mouse where you want to begin your line. To create the line click and create another pint. Your first point and second point will connect to create a line. To curve the line click and drag the mouse with your secondary point.
Once you have created a path with your text. Go into your paths tab and click the hollow circle at the bottom to the tool bar.
Now delete your path and duplicate the text layer two times.
In the second duplicate add a subtle outer glow.
In the first layer go into filters and add a gaussian blur.
In the first later add a radial blur filter.
Flatten image and go in with the dodge tool and brighten where lines meet.
